Use jukebox its free similar to raduga but without schedualer :)

And it doesn't allow for overlapping/mixing tracks. Since Juke can use plugins, the ability to mix should be free too. Just nix the scheduling stuff, and the jingles section.

Plus I want to see it run on Wine or Odin. I hate having to be tied to Windows.
