RFE: Quickstart button order/separators

Default order of Quickstart buttons is in order added by user.

Right-click on Quickstart / Properties displays External Tools dialog with list of Quickstart buttons plus dialog Add/Edit/Delete/Run buttons.

Add dialog buttons that

++ move selected Quickstart button up/down in the list

++ add a Quickstart button separator.

In other words, have it work more like the standard toolbar Customize Toolbar dialog.

Just discovered that the Quickstart button list can be reordered via drag/drop. Feature is not documented and not exactly consistent with regular Toolbar configuration.
