Yes, all Raduga versions can play FLAC files if you install the corresponding DirectShow decoder, for example using the OpenCodecs package from xiph.org

In order to add .flac files to the Raduga playlist, you must deactivate the option "accept media files only" in the Raduga/Options/General dialog.
