Hello,
Is it possible Raduga 'informs' Windows MediaPlayer the filename of a song in order Windows MediaPlayer adds 1 (one) to the corresponding song counter tag?

Yes, this could be done with an add-in. The Raduga SDK contains documentation about writing Raduga add-ins with JScript or VBScript.
In your case, you would write an OnPlay() function which increments the counter for the song when it's started.
