ANN: SuperEdi 3.1.9

This version improves Unicode support in SuperEdi. There is also an ANSI version available for Windows 95/98/ME. New features are:

- configurable tab size per file type
- optional usage of integrated output for console tools, like compilers
- read and write UTF-16 files
- auto-detect UTF-8 and UTF-16 based on Unicode identifier
- optionally add Unicode identifier when saving
