It isn't Raduga, it is Windows. Microsoft has a patch to correct for the new start times for Daylight Savings Time. I think you can also shut off the automatic feature in a Windows set up page.
We had the same problem only one computer we record on went daylight and the Raduga computer stayed on standard time... There is an option in the time setting. Right Click on the time in the bottom right corner of the screen. Select the tab "Internet Time" and unclick.
